Conflict with the provisions of an adopted Habitat <br />Conservation Plan, Natural Community Conservation Plan, or <br />El El Elother <br />approved local, regional, or state habitat conservation <br />3.4.1 Existing Setting <br />The discussion of existing biological resources in, and in the vicinity of, the Project area and the <br />analyses of the potential effects of the proposed Project on those resources provided in this section <br />are based on the Natural Environment Study' (NES; Appendix A) for the Project. <br />The Biological Study Area (BSA) is located in Santa Ana in Orange County along Fairview Street <br />between Civic Center Drive and 17th Street, as shown in Figure 4. The 27.32-acre (ac) BSA <br />encompasses the Project direct impact areas (temporary and permanent) as well as a buffer area to <br />account for any potential proximity effects (e.g., noise, vibration, dust, or lighting) that may occur <br />outside the direct impact areas. <br />' LSA Associates, Inc. 2018a.
