L S A FAIRVIEW BRIDGE REPLACEMENT AND STREET IMPROVEMENTS <br />(9TN STREET TO 16TH STREET( PROJECT <br />SANTA ANAL CALIFORNIA <br />INITIAL STUDY/MITIGATED NEGATIVE DECLARATION <br />MAY 2020 <br />coordination with the City Public Works Director or designee and <br />Project Design Team. <br />Mitigation Measure BIO-3 Alternate Bat Roosting Habitat. The City Public Works Director or <br />designee shall ensure that alternate bat roosting habitat is <br />incorporated into the design of the new bridge to replace crevice <br />habitat lost from removal of the existing Fairview Street bridge over <br />the Santa Ana River. The specifications for this replacement habitat <br />shall be designed in consultation with a qualified bat biologist. <br />Mitigation Measure BIO-4 Swallow Nest Removal. The City Public Works Director or designee <br />shall ensure that if swallow nests are removed to prevent swallows <br />from nesting within the Project area during construction activities, <br />they shall be removed in the fall (i.e., September or October) prior <br />to expected or potential overwintering use by bats, and in a manner <br />that ensures they do not fall to the ground or are otherwise <br />destroyed, unless the absence of bats is confirmed through <br />inspection by a qualified bat biologist. <br />Mitigation Measure BIO-5 Nighttime Lighting during Construction. To minimize temporary <br />indirect impacts during nighttime work for Project construction <br />within 200 feet of the bridge structures, the Construction <br />Contractor shall ensure that night lighting is used only in the area <br />actively being worked on and focused on the direct area of work, <br />and airspace access to and from the roost features of a structure <br />shall not be obstructed except in direct work areas. <br />Mitigation Measure BIO-6 New Bridge Lighting. To avoid permanent indirect impacts to <br />roosting and foraging bats, the City Public Works Director or <br />designee shall ensure that bridge lighting on the new bridge is <br />designed and installed in such a way that light overspill into the <br />Santa Ana River and beneath the bridge is limited to the greatest <br />extent practicable. <br />Mitigation Measure BIO-7 Resource Agency Permits. Prior to construction of the Project, the <br />City Public Works Director or designee shall submit resource agency <br />permit applications and obtain permits authorizations from the <br />United States Army Corps of Engineers (USACE) (Section 404 <br />Nationwide Permit authorization), CDFW (Section 1602 Streambed <br />Alteration Agreement), and Regional Water Quality Control Board <br />(Section 401 Water Quality Certification). The City Public Works <br />Director or designee shall ensure compliance with all permit <br />conditions. <br />Mitigation Measure BIO-8 Best Management Practices (BMPs) during Construction.
