GHG emissions are typically measured in terms of <br />metric tons of CO2e. Therefore, for the purpose of this technical analysis, the concept of CO2e is <br />used to describe how much global climate change a given type and amount of GHG may cause, using <br />the functionally equivalent amount or concentration of CO2 as the reference. The GHG emissions <br />estimates were calculated using the Roadway Construction Emissions Model Version 9.0.0. In <br />addition, the Project's consistency with the City's adopted City Climate Action Plan (CAP)19 is <br />discussed below. <br />3.8.2 Impact Analysis <br />a. Would the project generate greenhouse gas emissions, either directly or indirectly, that may <br />have a significant impact on the environment? <br />Less Than Significant Impact. The following sections describe the proposed Project's construction - <br />and operation -related GHG impacts. <br />Construction GHG Emissions. GHG emissions associated with the proposed Project would occur <br />over the short term from construction activities, consisting primarily of emissions from <br />equipment and vehicle exhaust. The calculation presented below includes construction <br />emissions in terms of annual CO2e GHG emissions. <br />Construction activities produce combustion emissions from various sources such as <br />grubbing/land clearing, grading/excavation, drainage/utilities/subgrading, paving, construction <br />equipment hauling materials to and from the site, and motor vehicles transporting the <br />construction crew. Exhaust emissions from on -site construction activities would vary daily as <br />construction activity levels change. Table 3.8.A presents the annual construction emissions <br />based on the Roadway Construction Emissions Model emission estimates.
