NOW, THEREFORE, I, Kristine Ridge, the Director of Emergency Services for the City of Santa <br />Ana, do hereby issue the following Order to become effective immediately, subject to further <br />clarification by the City Council: <br />IT IS HEREBY ORDERED THAT: <br />SECTION 2. <br />A. The Executive Director of Planning and Building is hereby authorized to: <br />1. Allow personal care service businesses such as hair salons and barbers, licensed under <br />Chapter 41 of the Santa Ana Municipal Code (SAMC), to temporarily suspend the <br />requirement for a land use certificate and to allow the temporary expansion of service <br />operations onto private outdoor patios, private outdoor alcoves, and private surface <br />parking lots with written permission from the property owner, subject to written <br />guidelines approved by the City Manager. <br />2. Allow personal care service businesses such as hair salons and barbers, licensed under <br />Chapter 41 of the Santa Ana Municipal Code (SAMC), to temporarily expand personal <br />service operations by utilizing the public sidewalk directly adjacent to the licensed <br />business storefront if the business does not have any private outdoor space or private <br />onsite parking lot, subject to written guidelines approved by the City Manager. <br />B. The Executive Director of Public Works is hereby authorized to temporarily suspend <br />permitting requirements for use of public sidewalks for activities authorized under this <br />Executive Order. <br />SECTION 3. Such personal care service businesses shall perform all services in accordance with <br />State Guidelines with regard to social distancing and cleaning of tools and equipment, as well as all <br />applicable California Board of Barbering and Cosmetology Act and Regulations. <br />SECTION 4. The authorization to allow the activities specified above shall be temporarily exempt from <br />local permitting requirements. The updated written guidelines approved by the City Manager as <br />referenced above are entitled "City of Santa Ana: A Guide for Outdoor Business Operations, Take it <br />Outside" and are attached hereto and incorporated herein as Exhibit A. This document was previously <br />entitled as "The City of Santa Ana Guide for Expanded Restaurant + Retail Spaces". <br />SECTION 5. This Order shall be superseded by a duly enacted Ordinance of the City Council <br />or a further Order by the Director of Emergency Services adopted during the local emergency <br />that expressly supersedes this Order. <br />SECTION 6. This Order shall become effective immediately and shall remain in effect until <br />Governor Newsom announces that such personal service businesses can resume such services <br />indoors. <br />
