6. Once the grantee has completed all required documentation in the grant award process, <br />underwriting will take place. CONTRACTOR Accounting Staff will work with City of <br />Santa Ana staff to approve grantees and fund ACH payments. <br />7. Ineligible business grant applications will be notified of Ineligible status. <br />8. Both declined and approved applicants with completed applications will be notified within <br />5 business days of the funding decision. <br />9. Approved applications will be remotely closed using CONTRACTOR's automated grant <br />system. Documentation will include obtaining signed copies of the W9, and ACH <br />electronic funds transfer information. <br />10. Grants will be disbursed electronically through CONTRACTOR's bank account directly <br />into the business bank account of approved applicants. <br />11. CONTRACTOR will provide one program administrator; three dedicated bilingual staff <br />with English/Spanish and English/Vietnamese linguistic capabilities; as well as one <br />accounting professional to manage funding requests to the CITY for review and processing <br />of grant payments. These positions will split their time between all CITY business grants. <br />12. CONTRACTOR will ensure prospective applicants can contact members of the support <br />team through a local 714 number Monday -Friday from 9:OOam-5:OOpm. CONTRACTOR <br />support team will be bilingual in English, Spanish and Vietnamese. Voicemail will be <br />enabled on the lines, if the line is occupied with other callers. Calls will be returned between <br />24-48 business hours after the voicemail is left. Applicants can also contact the support <br />team via email 24/7. Emails will be returned as quickly as possible (but not more than 24- <br />48 business hours). For technical assistance with the Submittable portal, Submittable <br />provides technical assistance. <br />13. CONTRACTOR locate a satellite office in Santa Ana that would be centrally available to <br />businesses in need of services in person. CONTRACTOR Support Team staff may meet <br />with applicants in -person (by appointment) to assist those who: (1) lack access to <br />technology and internet; (2) are unfamiliar or uncomfortable completing online <br />applications; or (3) require reasonable accommodation due to a disability/impairment. <br />Appointments will be scheduled in advance and social distancing protocols, including <br />mandatory mask wearing, will be required and communicated in -advance to those in need <br />of in -person services. <br />14. CONTRACTOR will hold a one three-part Zoom Webinar in English, Spanish and <br />Vietnamese to help Santa Ana businesses learn about general application eligibility and <br />submission requirements. This webinar will be recorded in -real time and will be shared <br />with CITY. A Q&A session will also take place at the end of the presentation. All Q&A <br />will also be provided to the CITY. <br />21 <br />
