EXHIBIT 1 <br />jmf 7/22/20 <br />RESOLUTION NO. 2020-XXX <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA APPROVING THE SANTA ANA SAFE <br />:1611JtI*aC�Z.YN:[010]0UA_101 <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines and <br />declares as follows: <br />A. Ensuring community youth are able to safely access school sites has long been a <br />priority for the City of Santa Ana. In 2016, Public Works Agency staff received a grant <br />from the State of California Active Transportation Program to develop a Citywide Safe <br />Routes to School Plan. <br />B. This plan, known as the "Santa Ana Safe Routes to School Plan," was developed <br />through extensive outreach to the community beginning in 2018 and concluding in <br />early 2020, and has now been completed. <br />C. Outreach efforts included walking audits at all public schools within the City of <br />Santa Ana. Walking audit stakeholders included students, parents, school staff, <br />city staff, consultants, Orange County Health Department, Orange County <br />Transportation Authority, and Caltrans. <br />D. Through this comprehensive effort, the Santa Ana Safe Routes to School Plan <br />identified and mapped safe routes to schools, recommended infrastructure <br />improvements, and provided cost estimates for the schools, as well as identified <br />education/encouragement programs and policies to promote and support safe <br />routes to school in Santa Ana. City staff will use the final plan to pursue grant <br />funds for the implementation of the proposed projects outlined in the plan. <br />E. A requirement of the grant funds received for the development of the Santa Ana <br />Safe Routes to School Plan is a Resolution of the City Council approving the Plan. <br />Additionally, when pursuing grants for implementation, projects identified in an <br />adopted plan compete better or in some cases are required to be in an adopted <br />plan. <br />F. The Safe Routes to School Plan will help the City create a safe and encouraging <br />environment for students to walk or bicycle to school, and reduce greenhouse gas <br />emissions by promoting active, non -motorized transportation in place of <br />automobile travel for school trips. <br />Resolution No. 2020-XXX <br />55C-3 Page 1 of <br />
