Zoning Ordinance Amendment No. 2020-03 <br />August 18, 2020 <br />Page 6 <br />• Foreclosure prevention; and <br />. <br />Purchase and rehabilitation of homes <br />• Cooperative housing programs. <br />with code -related issues for sale to low - <br />and moderate -income buyers; <br />• <br />New construction of rental housing <br />units; <br />• <br />Deletes section pertaining to <br />predevelopment loans up to a period of <br />24 months for site acquisition, <br />predevelopment activities, including <br />professional services which cannot be <br />obtained on a contingency basis, and <br />construction. Such loans may be <br />extended for up to 18 months with an <br />additional 12-month extension option at <br />the discretion of the Housing Division <br />Manager; <br />• <br />To pay for one-time programs and <br />activities for code enforcement, quality <br />of life and general health and safety <br />issues that directly relate, enhance, <br />and promote affordable housing <br />projects and activities. <br />• <br />Acquisition and conversion of non- <br />residential (e.g. commercial) property <br />to multifamily rental housing units; <br />• <br />Homeless services programs; <br />• <br />Security deposit assistance programs; <br />• <br />Immigrant -focused housing programs, <br />services and activities for non-U.S. <br />citizens; <br />• <br />Foreclosure and eviction prevention <br />programs, services and activities. <br />• <br />Deletes cooperative housing programs. <br />ENVIRONMENTAL IMPACT <br />As part of the City's permitting process, the proposed project is required to undergo an environmental <br />review in accordance with the California Environmental Quality Act (CEQA). In accordance with the <br />CEQA, the recommended action is exempt from CEQA per Section 15061(b)(3). This exemption <br />applies to projects covered by the "general rule" that CEQA applies only to projects that have the <br />potential for causing a significant effect on the environment. Where it can be seen with certainty that <br />there is no possibility that the activity in question may have a significant effect on the environment, <br />75B-6 <br />
