5. Fiscal Impact <br />AECOM performed a fiscal assessment to estimate the annual net fiscal impacts on the City of Santa Ana General <br />Fund of the two project alternatives at the Site. Estimated expenditures for services administered by the City of Santa <br />Ana were calculated on a per service population4 basis for residents and workers at the Site. AECOM estimated <br />revenues to the City of Santa Ana on a reasonable estimate of the property taxes, sales taxes from businesses and <br />employees, business permits, licenses and inspections, franchise fees, fines and forfeitures, and intergovernmental <br />transfers.
