REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />AUGUST 18, 2020 <br />TITLE: <br />APPROVE FIRST READING OF <br />ORDINANCE TO AMEND CHAPTER 2, <br />ARTICLES I AND IV OF THE SANTA ANA <br />MUNICIPAL CODE AND REPEALING <br />SECTIONS 33-183 AND 33-184 <br />/s/Kristine Ridge <br />CITY MANAGER <br />CLERK OF COUNCIL USE ONLY: <br />I_1„1.16011W <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 11' Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />weP►111►117g1iC07 <br />FILE NUMBER <br />RECOMMENDED ACTION <br />Approve the first reading of an Ordinance to amend Santa Ana Municipal Code (SAMC) Articles I <br />and IV of Chapter 2 and repealing Santa Ana Municipal Code sections 33-183 and 33-184 related <br />to certain City Boards and Commissions. <br />DISCUSSION <br />In November 2018, the voters approved a Charter Modernization initiative put forth by the City. <br />The voters approved removing certain sections regarding the Personnel Board, Parks and <br />Recreation Board, and Planning Commission (previously Charter Sections 901- 912) with the intent <br />that these sections would be relocated to the SAMC where the bulk of the provisions regarding the <br />City's Boards and Commissions were already located. The requested Boards and Commission <br />Ordinance Amendment incorporates the sections removed from the City Charter and reorganizes <br />Chapter 2 (Administration) to include all Boards, Commissions, and Committees in one location <br />within the SAMC (Exhibit 1). This includes, provisions regarding the Environmental Transportation <br />Advisory Committee (ETAC) which were previously located in Chapter 33. The proposed <br />Ordinance amendment also cleans up other provisions of Chapter 2 by eliminating outdated <br />sections and grouping certain administrative provisions together in the section entitled "In General." <br />Several City departments including the Clerk of Council's Office, the City Attorney's Office, the <br />Parks, Recreation and Community Services Agency, Community Development Agency, and the <br />Public Works Agency have worked collectively to recommend revisions to these portions of <br />Chapter 2 of the SAMC to update and streamline the provisions. In particular, it is recommended <br />that the Youth Commission membership requirements be revised to eliminate associate and <br />alternate members. Members of the Youth Commission would be required to be a student enrolled <br />and attending school in 7th through 12th grades and a resident of Santa Ana. In addition, effective <br />January 1, 2021, ETAC members appointed by the Santa Ana Chamber of Commerce and <br />Hispanic Chamber of Commerce would serve a four (4) year term. Previously, the term had been <br />unlimited. In addition, it is recommended that the name of the Board of Recreation and Parks be <br />changed to the Parks, Recreation and Community Services Commission. It is also recommended <br />L. 1 <br />
