Staff is proposing to continue the program and <br />is requesting authorization to distribute a Request for Qualifications to establish a new list (Exhibit <br />1). <br />The ability to select a consultant from a pre -approved list eliminates the need to circulate individual <br />Request for Proposals thus reducing the time it takes to hire a consultant and streamlines the <br />entitlement preparation process. The scope of work to be performed by consultants includes any <br />and all work efforts needed by City agencies that are related to analysis of a proposed project for <br />compliance with the California Environmental Quality Act and National Environmental Policy Act, <br />including the preparation of technical studies. Further, consultants are needed to provide expertise <br />in a range of functions such as the processing of specialized development project applications, <br />code amendments related to unique and/or special planning related topics, and the provision of <br />planning staff services. <br />The Statement of Qualifications received in response to this Request for Qualifications will be <br />reviewed by staff and compiled into a list of qualified firms for City Council approval. Selection for <br />the pre -approved list does not guarantee work to a consultant.
