In fact, the draft Open Space Element including all of its pictures, only shows parks. <br />Population as a result of this proposal, is "anticipated to result in 2,081 residents at full <br />occupancy"'. According to both the "Current" and "Draft" General Plans Open Space Element, the <br />policy is to "Achieve a minimum park standard of two acres per 1,000 residents in the city." The <br />Planning Commission Staff Report dated May 26, 2020 goes on to say the proposed project would <br />require 4.2 acres of parkland to serve the new residents. Similar to the Heritage project a few <br />blocks away, the proposal is for "onsite" open space, not parkland. The Bowery will have <br />"residential onsite open space of 183,363 square feet (4.21 acres). Parkland is meant for all the <br />city's residents. Onsite open space is private property. <br />The "onsite" open space listed in the proposed ordinance states: "Open space and amenities will <br />be provided on the site in a variety of means, including private unit balconies and patios, amenity <br />decks atop parking structures, ground -level courtyards, the central paseo, and the central plaza. <br />The resident open space areas will contain pools, courtyards, exercise areas, relief areas for pets, <br />and other amenities... ". The onsite open spaces are by definition, not available for public use. <br />The Bowery staff report also references available parkland in the City of Tustin, which 1) the City of <br />Santa Ana has no control over and 2) is not applicable to Santa Ana projects. The Airport Land Use <br />Commission does have jurisdiction over this project, but it can be overruled by the Santa Ana City <br />Council. Doing so will: <br />• Require a 2/3 vote to overturn the Airport Land Use Commission disapproval. <br />• Assign liability to the City of Santa Ana for future aircraft related events. The City is deep in <br />debt as it is. It should not take on any additional liabilities such as this. <br />I realize this project is located in Ward 1 and I won't be directly impacted by it, but I feel it's <br />important to speak out. Thirty years -ago I lived under the flight path of John Wayne Airport. <br />Household conversations stopped many times due to the jet noise. I can only imagine it will be <br />worse if one were to live 3 miles closer to the airport. <br />You should carefully consider projects such as this and ensure the City obtains the required <br />parkland space for all of its citizens, not just for those living in a development. I think after you <br />thoroughly evaluate this project, you will come to the same conclusion and deny it as proposed. <br />For your convenience, the meeting minutes for the Airport Land Use Commission held on <br />May 21, 2020 are attached.
