2. Adopt a resolution. RESOLUTION NO. 2020-XXX — A RESOLUTION OF <br />THE CITY COUNCIL OF THE CITY OF SANTA ANA TO AMEND <br />RESOLUTION NO. 2015-026 TO EFFECT CERTAIN CHANGES TO THE <br />CITY'S BASIC CLASSIFICATION AND COMPENSATION PLAN. <br />3. Adopt the City of Santa Ana FY 2020-21 to FY 2024-25 Strategic Plan. <br />4. Adopt the Seven -Year Capital Improvement Program (CIP) beginning <br />FY20-21 through FY26-27, as required by the Orange County <br />Transportation Authority (OCTA) for Measure M2 eligibility. <br />Executive Director of Finance and Management Services Agency Kathryn Downs <br />and all executive directors provided a brief presentation. <br />Chris Leo Measure X Oversight Committee member provided a brief presentation <br />The Public hearing opened at 9:30 p.m. <br />Steve Gallegos spoke regarding public outreach to promote community <br />involvement and various other topics. <br />Benancio Chavez spoke regarding basic protection services and in opposition to <br />public safety funding. <br />Lisa Gonzalez -Solomon spoke regarding community assistance during the <br />pandemic and various other topics. <br />Indigo Vu spoke in opposition of increasing public safety funding. <br />Kayleigh spoke in opposition of the police safety fund, in support of an eviction <br />fund to foster security for residents, and expressed concern with resurgence of <br />COVID-19. <br />Joyce Noche, with Immigrant Law Defense Center, spoke in support of the renewal <br />of the Deportation Defense Fund and various other topics. <br />Kelly Crowsley spoke in opposition of increasing public safety funding and in <br />support of increasing community funds. <br />Katie Traverso, with VERA Institute of Justice, spoke in support of the legal <br />defense fund at its current level. <br />Ashley spoke in support of reallocating police safety funding to go towards a <br />COVID rental relief fund. <br />Eva Ortiz spoke in support of reallocating police safety funds towards housing, <br />public works, youth services and others community services. <br />DRAFT CITY COUNCIL MINUTES 22 JUNE 16, 2020 <br />
