Expressed concern with <br />the inherent imbalance in the way services are funded in the city and directed staff <br />to create a more balanced approach. Expressed the importance of public safety, <br />and also noted the value of other civic responsibilities that pertain to our city as it <br />pertains to infrastructure, youth, i.e, basic civic services. Advised that functions <br />currently levied in the Police Department that are non-violent be redirected to other <br />departments. <br />Councilmember Penaloza spoke on the importance of referencing correct <br />information and is unsupportive of the current budget. Inquired about the <br />Bookmobile, library grants, and requested that economic development be included <br />as part of the goals to actively promote economic growth. <br />Councilmember Solorio noted major crimes have decreased, the $7 million youth <br />fund to be spent on services, the use of officers having body -worn cameras, the <br />use of CDBG funds for youth programs. Directed staff to find more summer and <br />fall programs for youth in coordination for non-profit organizations and school <br />districts. Expressed concern with the uniforms and equipment in the new Metro <br />Division, the need for more community oriented -policing, directed staff to provide <br />more accessible data , and continue to equalize youth services and police safety. <br />Councilmember Bacerra noted the biggest hurdle for the community is revenue <br />generation and is not comfortable with the budget as it stands tonight. <br />Councilmember Mendoza is unsupportive of the budget tonight. <br />Mayor Pulido noted the legislature came up with a budget that includes money for <br />cities and having the flexibility to potentially incorporate that funding will be an <br />asset to the city. expressed support to continue the item and stated for the record <br />he has a calendar conflict on June 18, 2020. <br />DRAFT CITY COUNCIL MINUTES 28 JUNE 16, 2020 <br />
