PUBLIC HEARING - ZONING ORDINANCE AMENDMENT NO. 2020-03 TO AMEND <br />CHAPTER 41 (ZONING) RELATING TO THE HOUSING OPPORTUNITY ORDINANCE AND ADOPT AN <br />AMENDMENT TO THE AFFORDABLE HOUSING FUNDS POLICIES AND PROCEDURES <br />Jamboree Housing Corporation (Jamboree) is Orange County's mission -driven nonprofit community <br />development organization with properties throughout California. Jamboree has engaged in dozens of <br />successful cross -sector partnerships to develop more than 9,000 units of affordable housing. As one of <br />the leading affordable housing developers in the nation, Jamboree develops, acquires, renovates, and <br />manages affordable rental housing, and delivers a range of supportive housing options for families, <br />seniors, veterans, and previously homeless. <br />Jamboree has been a committed partner with the City of Santa Ana, working to help the city achieve its <br />affordable housing goals through a combination of new construction (Heroes Landing), rehabilitation <br />(Cornerstone), and most recently, motel conversions (North Harbor Village) developments. Santa Ana is <br />a leader in Orange County in prioritizing affordable housing development, and the city's Housing <br />Opportunity Ordinance (HOO) has led to great success in creating affordable rental opportunities, as <br />highlighted in the OCBC 2019 Workforce Housing Scorecard. <br />The COVID-19 pandemic has revealed how critical housing is to community health, while also displaying <br />the economic pressures so many lower -income families experience from high housing costs. Now, more <br />than ever, we urge the City to continue its investment in working families by preserving the City's Housing <br />Opportunity Ordinance. We respectfully request you vote against the proposed amendments in Item 75B, <br />which serve to weaken the HOO by limiting ordinance applicability to certain developments and removing <br />the Affordable Housing in Lieu fee.
