ROH: 08/18/20 <br />RESOLUTION NO.2020-062 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA AUTHORIZING AND ADOPTING A PLAN AND <br />AUTHORIZING THE SUBMISSION OF AN APPLICATION <br />FOR PERMANENT LOCAL HOUSING ALLOCATION <br />("PLHA") FUNDS <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br />A. The State of California ("State"), Department of Housing and Community <br />Development ("Department") is authorized to provide up to $195 million under <br />the SB 2 Permanent Local Housing Allocation Program Formula Component <br />from the Building Homes and Jobs Trust Fund for assistance to Cities and <br />Counties (as described in Health and Safety Code section 50470 et seq. <br />(Chapter 364, Statutes of 2017 (SB 2)). <br />B. The Department issued a Notice of Funding Availability ("NOFA") dated <br />February 26, 2020, under the Permanent Local Housing Allocation ("PLHA") <br />Program. <br />C. The City of Santa Ana ("Applicant") is an eligible Local Government applying <br />for the program to administer one or more eligible activities. <br />D. The Department may approve funding allocations for the PLHA Program, <br />subject to the terms and conditions of the PLHA Guidelines, PLHA NOFA, <br />PLHA Program requirements, the Standard Agreement and other contracts <br />between the Department and PLHA grant recipients. <br />E. Pursuant to section 302(c)(4) of the PLHA Guidelines, the Applicant drafted a <br />Five -Year PLHA Plan detailing the manner in which allocated PLHA funds will <br />be used, which will be for the operation of a homeless navigation center, a <br />PLHA eligible activity. <br />F. As required by the PLHA Guidelines, the public had adequate opportunity to <br />review and comment on the content of the PLHA Plan during the public <br />comment period, which ran from May 18, 2020, through June 4, 2020. <br />G. On June 2, 2020, the City Council approved Resolution No. 2020-047 <br />authorizing the City to apply for and administer the PLHA Plan. However, <br />upon submission of the application, Applicant was contacted by the California <br />Resolution No. 2020-062 <br />Page 1 of 4 <br />
