The Warner Redhill Mixed -Use Project CEQA Findings of Fact <br />Impact Finding: The Project would not conflict with or obstruct a state or local plan for renewable <br />energy or energy efficiency. <br />Facts in Support of Findings: The proposed Project would be required to meet the CCR Title 24 <br />energy efficiency standards in effect during permitting of the Project. The City's administration of <br />the CCR Title 24 requirements includes review of design components and energy conservation <br />measures that occurs during the permitting process, which ensures that all requirements are met. In <br />addition, the Project would not conflict with or obstruct opportunities to use renewable energy, <br />such as solar energy. Redevelopment of the site would not result in obstruction of opportunities for <br />use of renewable energy. Thus, the Project would not conflict with or obstruct a state or local plan <br />for renewable energy or energy efficiency, and impacts would not occur. <br />E. Geology and Soils <br />Impact Finding: The Project would not expose people or structures to potential substantial <br />adverse effects, including the risk of loss, injury, or death involving rupture of a known earthquake <br />fault, as delineated on the most recent Alquist-Priolo Earthquake Fault Zoning Map issued by the <br />State Geologist for the area or based on other substantial evidence of a known fault. (Refer to <br />Division of Mines and Geology Special Publication 4) (Draft EIR at p. 5.5-7). <br />Facts in Support of Findings: The Project site is not located within an Alquist-Priolo Earthquake <br />Fault Zone and no active faults are known to cross the site. The closest known active faults are <br />associated with the San Joaquin Hills Fault, located approximately 1.5 miles from the site; the <br />Newport -Inglewood Fault Zone, approximately 8.4 miles southwest of the site; and the Elsinore <br />Fault Zone, approximately 13.2 miles northeast of the site. Because no known faults exist on the <br />site, the proposed Project would not expose people or structures to potential substantial adverse <br />effects from rupture of a known earthquake fault that is delineated on an Alquist-Priolo <br />Earthquake Fault Zoning Map or other evidence of a fault, and impacts would not occur. <br />Impact Finding: The Project would not expose people or structures to potential substantial <br />adverse effects, including the risk of loss, injury, or death involving strong seismic ground shaking <br />(Draft EIR at p. 5.5-7). <br />Facts in Support of Findings: The Project site is within a seismically active region, with numerous <br />faults capable of producing significant ground motions. The closest known active faults are <br />associated with the San Joaquin Hills Fault, located approximately 1.5 miles from the site; the <br />Newport -Inglewood Fault Zone, approximately 8.4 miles southwest of the site; and the Elsinore <br />Fault Zone, approximately 13.2 miles northeast of the site (GEO 2019). Therefore, Project <br />implementation could subject people and structures to hazards from ground shaking. However, <br />seismic shaking is a risk throughout southern California, and the Project site is not at greater risk of <br />seismic activity or impacts as compared to other areas within the region. <br />The CBC includes provisions to reduce impacts caused by major structural failures or loss of life <br />resulting from earthquakes or other geologic hazards. For example, Chapter 16 of the CBC <br />contains requirements for design and construction of structures to resist loads, including earthquake <br />loads. The CBC provides procedures for earthquake resistant structural design that include <br />considerations for onsite soil conditions, occupancy, and the configuration of the structure including <br />the structural system and height. <br />City of Santa Ana 12 <br />May 2020 <br />
