The Warner Redhill Mixed -Use Project CEQA Findings of Fact <br />would be reviewed and approved by the City Engineer, per PPP GEO-1 would ensure that <br />potential impacts related to expansive soils would be less than significant. <br />Plans, Program and Policies: <br />PPP GEO-1: CBC Compliance. As listed previously. <br />Impact Finding: The Project would not have soils incapable of adequately supporting the use of <br />septic tanks or alternative wastewater disposal systems where sewers are not available for the <br />disposal of wastewater (Draft EIR at 5.5-1 1). <br />Facts in Support of Findings: The Project site is currently connected to the City's sewer system, <br />and the proposed Project would install onsite sewer lines that would connect to the existing sewer <br />lines adjacent to the site. The Project would not use septic tanks or alternative wastewater <br />disposal systems. As a result, impacts related to septic tanks or alternative wastewater disposal <br />systems would not occur from implementation of the proposed Project. <br />Impact Finding: The Project would not directly or indirectly destroy a unique paleontological <br />resource or site or unique geologic feature (Draft,EIR at 5.5-1 1). <br />Facts in Support of Findings: The Project site is underlain by Quaternary aged young alluvial fan <br />deposits and older artificial fill. Quaternary alluvial materials in Orange County are assigned a <br />low paleontological resource sensitivity due to their relatively recent age. Likewise, the Orange <br />County General Plan Figure VI-9 shows that the Project site is not located within an area of <br />paleontological sensitivity. <br />In addition, the Project site has been previously disturbed from agricultural and development <br />activity. Artificial fill was observed in the field explorations up to 7.5 feet below existing grade <br />and previous excavation and recompaction ranged from 5 feet to 13 feet for development of the <br />existing buildings. The extensive previous excavation, recompaction, and fill soils onsite have <br />further reduced the potential of the site to contain paleontological resources. Because the Project <br />site is within an area of low paleontological resource sensitivity, has been previously disturbed, <br />and the depth of Project excavated is within the previously disturbed soil depths, potential <br />impacts related to paleontological resources would be less than significant. <br />F. Hazards and Hazardous Materials <br />Impact Finding: The Project would not create a significant hazard to the public or the environment <br />through the routine transport, use or disposal of hazardous materials (Draft EIR at p. 5.7-21). <br />Facts in Support of Findings: <br />Operation <br />Operation of the proposed Project includes activities related to retail commercial, restaurant, and <br />multi -family residential development, which generally uses common hazardous materials, <br />including: solvents, cleaning agents, paints, pesticides, batteries, and aerosol cans. Although the <br />Project would utilize common types of hazardous materials, normal routine use of these products <br />pursuant to existing regulations would not result in a significant hazard to the environment, <br />residents, or workers in the vicinity of the Project. Therefore, operational impacts related to <br />routine transport, use, and disposal of hazardous materials during operation of the Project would <br />be less than significant. <br />City of Santa Ana 16 <br />May 2020 <br />
