The WamerRedhill Mixed -Use Project CEQA Findings of Fact SECTION IX RESOLUTION REGARDING CERTIFICATION OF THE EIR The City of Santa Ana finds that it has reviewed and considered the Final EIR in evaluating the proposed Project, that the Final EIR is an accurate and objective statement that fully complies with CEQA, State CEQA Guidelines and that the Final EIR reflects the independent judgment of the City. The City of Santa Ana declares that no new significant information as defined by State CEQA Guidelines, section 15088.5 has been received by the City after circulation of the Draft EIR that would require recirculation. The City of Santa Ana certifies the EIR based on the entirety of the record of proceedings, including but not limited to the following findings and conclusions: Findings• The following significant environmental impacts have been identified in the EIR and will require mitigation as set forth in Section IV of this Resolution but cannot be mitigated to a level of insignificance: air quality (Project -related and cumulative), greenhouse gas (cumulative), and transportation (cumulative). Conclusions 1. Except as to those impacts stated above relating to air quality, greenhouse gas, and transportation, all significant environmental impacts from the implementation of the proposed Project have been identified in the EIR and, with implementation of the mitigation measures identified, will be mitigated to a level of insignificance. 2. Other alternatives to the proposed Project, which could potentially achieve the basic objectives of the proposed Project, have been considered and rejected in favor of the proposed Project. 3. Environmental, economic, social and other considerations and benefits derived from the development of the proposed Project override and make infeasible any alternatives to the proposed Project or further mitigation measures beyond those incorporated into the proposed Project.
