The WamerRedhill Mixed -Use Project CEQA Findings of Fact <br />SECTION IX <br />RESOLUTION REGARDING CERTIFICATION OF THE EIR <br />The City of Santa Ana finds that it has reviewed and considered the Final EIR in evaluating the <br />proposed Project, that the Final EIR is an accurate and objective statement that fully complies with <br />CEQA, State CEQA Guidelines and that the Final EIR reflects the independent judgment of the <br />City. <br />The City of Santa Ana declares that no new significant information as defined by State CEQA <br />Guidelines, section 15088.5 has been received by the City after circulation of the Draft EIR that <br />would require recirculation. <br />The City of Santa Ana certifies the EIR based on the entirety of the record of proceedings, <br />including but not limited to the following findings and conclusions: <br />Findings⢠<br />The following significant environmental impacts have been identified in the EIR and will require <br />mitigation as set forth in Section IV of this Resolution but cannot be mitigated to a level of <br />insignificance: air quality (Project -related and cumulative), greenhouse gas (cumulative), and <br />transportation (cumulative). <br />Conclusions <br />1. Except as to those impacts stated above relating to air quality, greenhouse gas, and <br />transportation, all significant environmental impacts from the implementation of the <br />proposed Project have been identified in the EIR and, with implementation of the <br />mitigation measures identified, will be mitigated to a level of insignificance. <br />2. Other alternatives to the proposed Project, which could potentially achieve the basic <br />objectives of the proposed Project, have been considered and rejected in favor of the <br />proposed Project. <br />3. Environmental, economic, social and other considerations and benefits derived from the <br />development of the proposed Project override and make infeasible any alternatives <br />to the proposed Project or further mitigation measures beyond those incorporated into <br />the proposed Project. <br />City of Santa Ana 68 <br />May 2020 <br />
