3. ETAC, when requested by the city council, shall consider, investigate, make <br />finding, report and recommend upon any special matters of question coming <br />within the scope of the urban forest. <br />4. The duties of ETAC shall also consist of acting in an advisory capacity to the city <br />council, in the study, review, and recommendation related to master planning of <br />transportation and streetscape matters, and guiding principles on Water and <br />Wastewater matters. <br />5. The ETAC shall provide general input regarding the City's Circulation Element, <br />the BicVcle and Pedestrian Master Plans, and Citywide Complete Streets, and <br />advice on major surface transportation programs. ETAC may also provide input <br />on street environment, streetscape, and right of way aesthetics. <br />Secs. 2-5564-2-599. - Reserved. <br />DIVISION 10ra. - LIBRARY151 <br />Sec. 2-600. - Established; use. <br />A public library is established in the city for its inhabitants and nonresident <br />taxpayers. The public library shall provide free basic library services, subject always to <br />such ordinances and resolutions as may be made by the city council. Any person who <br />violates any such ordinance or regulation may, in addition to any other penalty, be <br />excluded from the privileges of the library. <br />Sec. 2-601�. - Reserved. <br />Sec. 2-6024. - Interfering with or disrupting library activities. <br />Any person who comes into any public library or onto the library's immediate <br />adjacent grounds, including but not limited to the patio and parking areas, and whose <br />presence or acts interfere with the purpose and peaceful conduct of the activities of <br />such library or disrupts the library or its facilities or its staff or its patrons or its activities <br />is guilty of a misdemeanor if he or she remains there after being asked to leave the <br />library by the library director or his or her designated representative. <br />Secs. 2-603-2-607. - Reserved. <br />Ordinance No. NS-XXXX A <br />Page 29 of 44 11 A-29 <br />
