REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />SEPTEMBER 1, 2020 <br />TITLE: <br />APPROVE A THREE-YEAR <br />AGREEMENT WITH AHMC ANAHEIM <br />REGIONAL MEDICAL CENTER, LP <br />TO PROVIDE SEXUAL ASSAULT <br />EVIDENCE COLLECTION SERVICES <br />TO THE POLICE DEPARTMENT IN <br />AN AMOUNT NOT TO EXCEED <br />$165,000 (GENERAL FUND) <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on V Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />/s/ Kristine Ridge FILE NUMBER <br />CITY MANAGER <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute a three-year agreement with AHMC Anaheim Regional <br />Medical Center for the period of September 1, 2020 through August 31, 2023, with an option to <br />extend, to provide sexual assault victim examinations and evidence collection for the Police <br />Department, in the annual amount of $55,000 for a total amount not to exceed $165,000, subject <br />to non -substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The Police Department uses the services of the AHMC Anaheim Regional Medical Center to <br />conduct sexual assault examinations and evidence collection for adult victims and suspects. <br />AHMC Anaheim Regional Medical Center is the only facility in Orange County that has a 24/7 <br />sexual assault examination unit (The Safe Place). All other Emergency Departments and Medical <br />Centers in Orange County refer patients to The Safe Place. Results from these tests and <br />evidence collection are necessary for the prosecution of criminal cases. AHMC Anaheim <br />Regional Medical Center's evidence collection and examination procedures are consistent with <br />those expected by the District Attorney's Office to ensure best evidence practices are followed, <br />and that privacy concerns of victims are adequately safeguarded. The Police Department has <br />utilized AHMC Anaheim Regional Medical Center for these purposes since 1995. <br />The costs for the services are $850 per victim examination and $350 for court testimony. The <br />agreement will include $55,000 per fiscal year, for a total amount not to exceed $165,000, for the <br />three-year term. AHMC Anaheim Regional Medical Center has been accommodating, <br />professional, and consistent in its provision of these services, and staff recommends approval of <br />this agreement (Exhibit 1). <br />25E-1 <br />
