As with many laws that are put in place, they have unintended <br />consequences and I think Prop 20 can help rectify that. <br />Most of us have seen or heard of people rolling out racks of clothes, walking out of Home Depot with <br />merchandise and bicycle chop shops in the Santa Ana riverbed, or RV's piled high with thousands of dollars of <br />bicycles. Why, because retailers and homeowners know law enforcement will not occur if the value is less <br />than $950. <br />It is my understand that AB 109 (2011), Proposition 47 (2014), and Proposition 57 (2016) were meant reduce <br />the overcrowding in the state's prisons.
