As a longtime Downtown stakeholder (since 1919) we have noticed <br />a huge increase in crime and attribute a lot of it to lessening of crimes (per Prop 20) and allowing people to <br />avoid being arrested and taken off the streets. In addition, and along those same lines, I also support 85D re <br />prohibiting needle distribution as we want to discourage needle use in our City and not make it easier and more <br />accessible. Both of these items are/could negatively impact the City and we need to do what we can to make <br />area safer and more inviting to all, not the opposite. The Downtown is being very challenged right now due to <br />COVID and streetcar construction and the crime/transient problem is further exacerbating this problem. <br />Thank you for your consideration. <br />Ryan Chase <br />S & A Management <br />949-722-7400 <br />
