I have seen used syringes littering our downtown <br />and have experienced countless nights of drugged vagrants yelling and fighting behind my residence. <br /> <br />Santa Ana's homelessness issue is higher than other cities in the county, why? <br />No other city in the county allows a Syringe Exchange program in their city so why should Santa Ana? <br />It’s time to say NO! Please support an ordinance prohibiting any needle exchange program from operating in <br />our city.
