REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />SEPTEMBER 15, 2020 <br />TITLE: <br />APPROVE AMENDMENT TO AGREEMENT <br />WITH HELPMATES STAFFING SERVICES <br />TO ALLOCATE $60,000 OF CURRENT <br />AGREEMENT FROM FY 2020-21 TO FY <br />2019-20 <br />(GENERAL FUND AND NON -GENERAL <br />FUND) <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1� Reading <br />❑ Ordinance on god Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />/s/ Kristine Ridge FILE NUMBER <br />CITY MANAGER <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute an amendment to an agreement with Helpmates Staffing <br />Services to allocate $60,000 of current agreement from FY 2020-21 to FY 2019-20 for temporary <br />staffing services, subject to non -substantive changes approved by the City Manager and City <br />Attorney. <br />DISCUSSION <br />On June 5, 2018, the City of Santa Ana entered into an agreement with Helpmates Staffing <br />Services (Exhibit 1), to provide staffing services for the City's employment needs. The agreement <br />was for an amount not to exceed $400,000 for each year of the three-year contract terms. The <br />agreement became effective July 1, 2018 and expires June 30, 2021. There is an exercisable <br />option for the City to extend the agreement in writing for an additional two years. <br />Actual contract costs for FY 2019-20 were $460,000. The recommendation would shift $60,000 of <br />contract allocation from FY 2020-21 to FY 2019-20, leaving $340,000 available for FY 2020-21. <br />Staff expects the reduced authorization for FY 2020-21 will be sufficient, as there is an expected <br />decrease in need for temporary staffing services due to COVID-19. <br />Staff recommends that the City Council approve an amendment (Exhibit 2) to the agreement with <br />Helpmates Staffing Services to allocate $60,000 from FY 2020-21 to FY 2019-20 to pay for <br />additional services that were provided to the City from March 22 through June 28, 2020 that <br />exceeded the amount of compensation allocated for FY 2019-20. The proposed amendment would <br />allow the City to pay invoices that exceed the budgeted amount for the last fiscal year (FY 2019- <br />20). <br />25A-1 <br />
