REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />SEPTEMBER 15, 2020 <br />TITLE: <br />APPROVE AN AGREEMENT WITH THE <br />SOLIS GROUP FOR COMMUNITY <br />WORKFORCE AGREEMENT <br />ADMINISTRATION FOR A TERM OF UP TO <br />FOUR YEARS IN AN AMOUNT NOT TO <br />EXCEED $1,200,000 <br />(NON -GENERAL FUND) <br />/s/ Kristine <br />CITY MANAGER <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1� Reading <br />❑ Ordinance on 2od Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CK�7►111►U1q�iC�. <br />FILE NUMBER <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute an agreement with The Solis Group to provide Community <br />Workforce Agreement (CWA) administrative services for a two-year period beginning September <br />15, 2020, and ending September 14, 2022, with provisions for two one-year extensions, for a total <br />aggregate amount not to exceed $1,200,000, subject to non -substantive changes approved by the <br />City Manager and City Attorney. <br />DISCUSSION <br />The purpose of the CWA is to increase employment opportunities for workers who live in Santa <br />Ana and increase training and employment opportunities for the City's construction trade students <br />through apprenticeships. A key goal of the CWA is that no less than 30 percent of the total work <br />hours on a project be performed by workers residing in Santa Ana, Orange County, or by veterans <br />regardless of where they reside. The City has pledged to actively administer, monitor, and enforce <br />the obligations of the CWA to ensure that the benefits envisioned from it flow to all, and as a result, <br />the City has included, directly or by reference, the requirements of the CWA in the advertisement <br />and specifications of every contract awarded since September 2017. <br />On June 23, 2020, the Public Works Agency issued a Request for Proposal (RFP), by which it <br />sought a qualified consultant to administer and enforce the CWA. The RFP was advertised on the <br />City's online bid management and publication system, PlanetBids. Forty firms downloaded the RFP <br />package, three of which submitted a proposal. The proposals were evaluated by a selection <br />committee based on criteria as outlined in the RFP. The Solis Group's proposal was <br />comprehensive and met all the requirements of the RFP. Staff recommends awarding a contract <br />(Exhibit 1) to The Solis Group for CWA professional administrative services. Listed below are the <br />evaluation results. <br />25B-1 <br />
