Proposal to Provide <br />Community Workforce Agreement Professional Administrative Services <br />Mason Lutz <br />SeniorAnalyst <br />As a skilled Analyst, Mason supports contractors <br />through his deep knowledge of the programmatic <br />requirements of each assignment. He is effective at <br />explaining the intent of LCP requirements, helping <br />contractors with the insight and resources they need to <br />fulfill their contractual obligations. <br />Mason has direct experience participating in contract <br />compliance investigations including prevailing wage, <br />local hire, and disadvantaged -worker programs. He is <br />responsible for auditing and tracking contractor <br />document submittals, as well as managing TSG site <br />interviewer staff in completing field worker interviews. <br />He also assists TSG Project Managers in the accurate <br />analysis and reporting of data, and timely processing of <br />invoice payment recommendations and delinquent document reports. Through his contractor <br />education efforts and his critical role in monitoring and enforcement activities, Mason helps <br />drive contractor compliance on agency programs. <br />Relevant Experience <br />West Basin Municipal Water District, Hyperion Pump Station, Carson, CA: Analyst. TSG is <br />providing contractor education and support; monitoring and enforcing all LCP provisions; <br />processing grievances; and facilitating labor-management cooperation for $50M group of <br />District projects, including the Hyperion Pump Station. Due to Prop-84 funding, TSG is also <br />responsible for creating the LCP Manual and shepherding program application through the DIR <br />for approval, as well as fully implementing LCP protocols for duration of the construction <br />projects. <br />LA Metro, Crenshaw/LAX Transit Corridor, Los Angeles, CA:Analyst. Works closelywith TSG's <br />Project Manager to assist with labor compliance responsibilities including overseeing site visits <br />and field worker interviews. Participates in contract compliance investigations including <br />prevailing wage, local hire, and disadvantaged -worker programs. Also performs onsite <br />interviews with project workers to identify work classifications, corroborate payment of <br />prevailing wages, and aggregate verifiable data relative to the tracking of local/targeted worker <br />and apprentice utilization. This $1.713 project includes interfacing with LA Metro's construction <br />teams and project contractors and monitoring compliance with State and Federal Davis -Bacon <br />prevailing wage. TSG sits on the Labor Compliance Bench for LA Metro and provides labor <br />compliance. <br />C THE, <br />GROUP 131 N.
