SUE Services and ASCE 38-02 Standard <br />T2 currently holds multiple SUE services on -call contracts with <br />municipalities in the West including the Los Angeles County Department <br />of Public Works, the Port of Long Beach, City of Santa Ana, City of Chula <br />Vista, several Departments of Transportation (ADOT, CDOT, NDOT, <br />NMDOT, UDOT), City of Phoenix, Flood Control District of Maricopa <br />County (FCDMC), SRP and APS. <br />All engineering- and construction -based projects need to meet or exceed <br />the ASCE-38 Standard, which outlines specific quality levels that serve <br />as the basis for any utility investigation undertaken on today's complex <br />projects. Our team's knowledge and understanding of the ASCE <br />38-02 Standard requirements for SUE will benefit the City. <br />Knowledge of ASCE <br />The ASCE 38-02 Standard came out of the burgeoning practice of SUE <br />and was spearheaded by T2's Global Practice Leader Jim Anspach, <br />and assisted by Principal Paul Scott and various other professionals. <br />Jim is also a founding governor and was 2018 National President of the <br />ASCE Utility Engineering & Surveying Institute (UESI). T2 draws from <br />this knowledge and experience to assure proper application of the <br />ASCE 38-02 Standard for our clients with utility engineering needs. <br />The core of the ASCE 38-02 Standard is providing a way of qualifying <br />the uncertainty of utility locations through Quality Levels. The four <br />ASCE quality levels are: <br />• Quality Level D (QLD): Record information that may include details <br />that indicates the presence of a utility. The least certain information <br />for a location of the utility. <br />• Quality Level C (QLC): Surveyed surface features reconciled to <br />record data OR (in the PE's judgement) the uncertainty of the <br />location does not warrant a Quality Level B designation. <br />• Quality Level B (QLB): Geophysical techniques reconciled to record <br />information, surface features, knowledge of utility systems and <br />professional judgement. <br />• Quality Level A (QLA): Physical exposure of utility and locating to <br />project coordinate system. The most certain information regarding a <br />subsurface utility. <br />Quality Level D Quality Level C Quality Level B Quality Level A <br />................................... <br />Least Certain <br />Most Certain <br />T2 professionals offer <br />unsurpassed knowledge <br />of the ASCE 38-02 <br />Standard. <br />T2 crews have performed <br />over 15 million linear feet <br />of designating horizontal <br />positions (QLB) and more <br />than one million (QLA) test <br />holes. <br />1.
