Civilian Oversight Survey <br />This section reports on the findings from the MCCA electronic survey of its 78 member agencies (68 in <br />the United States and 10 in Canada). The survey collected information on the role and authority of civilian <br />oversight bodies among MCCA member agencies (the survey can be found in appendix A beginning <br />on page 31). Responses were collected between November and December of 2016. Fifty-two agencies <br />participated in the survey, a response rate of about 67 percent. However, agencies that did not currently <br />have a civilian oversight body were not expected to respond to the majority of survey questions. Therefore, <br />the sample size in most of the analyses is approximately 41 member agencies. <br />Prevalence of civilian oversight <br />Figure 1. (n = 52) <br />■ Yes ■ No <br />As shown in figure 1, among the 52 responding agencies, 41 departments (79 percent) reported having <br />some kind of civilian oversight or review body, while 11 departments (21 percent) had no existing civilian <br />oversight or review body. <br />The agencies with a civilian oversight body had established their boards as long ago as 1930 and as recently <br />as 2016. Most (26 agencies) originally formed their oversight bodies between 1990 and 2010. <br />65A-18 <br />
