Member qualifications across model type <br />• Generally, agencies that were investigative -focused or review -focused named more qualifications for <br />members of their civilian oversight bodies. <br />• Among investigative -focused bodies (n = 8), the most frequently cited qualifications were residency and <br />recom mendation/appointment. <br />• Among review -focused boards (n = 16), the most frequently cited qualifications were recommendation/ <br />appointment, no criminal history, and residency. <br />• Among auditor/monitor-focused agencies (n = 4), the most frequently cited qualification was knowledge/ <br />experience. <br />• For agencies that indicated "other' for model type (n = 12), the most frequently cited qualification (cited <br />by nine agencies) was recommendation/appointment. <br />Four out of five agencies responding to the MCCA survey had some type of civilian oversight body. The <br />survey found that there are wide variations from one community to the next in the way civilian oversight <br />programs are implemented.
