The Chicago task force found that the Independent Police Review Authority (IPRA) or the Bureau of Internal <br />Affairs failed to investigate 40 percent of the complaints from 2011 to 2015. The task force recommended <br />that IPRA be replaced with a new civilian police investigative agency. The recommendation was <br />implemented in September 2017 with a change in the name: Civilian Office of Police Accountability (COPA). <br />There is a clear need for local agencies to conduct empirical research on civilian oversight approaches to <br />determine if they are achieving their objectives and, if not, to identify the corrective steps necessary. <br />Civilian Oversight of the Police in Major Cities 65A-41 <br />
