REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />SEPTEMBER 15, 2020 <br />TITLE: <br />PUBLIC HEARING —ADOPT A RESOLUTION <br />TO AMEND THE FORECLOSURE, <br />ABANDONED AND VACANT PROPERTY <br />REGISTRATION FEE TO $ 1,232.85 FOR <br />SERVICES IN THE FISCAL YEAR 2020-21 <br />MISCELLANEOUS FEE SCHEDULE <br />REGARDING THE REGISTRATION AND <br />MAINTENANCE OF THE ABANDONED AND <br />VACANT PROPERTIES <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1� Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />/s/ Kristine Ridge FILE NUMBER <br />CITY MANAGER <br />RECOMMENDED ACTION <br />Adopt a resolution to adjust the fee for the Foreclosure, Abandoned and Vacant Property <br />Registration Fee to $1,232.85 in the Fiscal Year 2020-21 Miscellaneous Fee Schedule for the <br />Planning and Building Agency. <br />DISCUSSION <br />A recent Code Enforcement survey conducted in June 2020 found approximately 175 properties <br />vacant and abandoned identified as privately owned and not recognized as defaulted or foreclosed <br />mortgage properties. This included a number of historic properties allowed to remain vacant <br />without proper maintenance, monitoring, or security, leading to trespassing, vandalism, <br />delinquency, arson, and destruction. <br />On August 18, 2020, the City Council adopted Ordinance No. NS-2993 to amend Article X of <br />Chapter 8 of the Santa Ana Municipal Code regarding the registration and maintenance of <br />abandoned, vacant, and historical properties. Section 8-1989 of the Santa Ana Municipal Code <br />authorizes an administrative fee related to the registration, inspection, and enforcement regarding <br />such abandoned, vacant, and historical properties, that is to be established by resolution. <br />Based on analysis and evaluation of staff time, equipment, and materials, this fee is recommended <br />as set forth below, adjusted to include third party services monthly inspections of registered <br />foreclosed, abandoned, and vacant properties, and city costs to administer and manage the <br />program. This amended fee shall become effective immediately and shall be incorporated into the <br />City's Uniform Schedule of Miscellaneous Fees for Fiscal Year 2020-21, as updated annually. <br />75A-1 <br />
