Valeria Amezcua, Vice President of Santa Ana Unified School Board (SAUSD), spoke <br />regarding a partnership between SAUSD and the City to help provide citywide WiFi and <br />various other topics. <br />Maria Ceja encourages council to allocate funds for the Rental Relief Fund, the Eviction <br />Defense Fund and spoke on various other topics. <br />Nathaniel Greensides spoke in opposition of the allocation of funds as presented in the <br />item and various other topics. <br />Clerk of the Council Daisy Gomez reported out on eComments received for Item 50A. <br />Mayor Pulido led the Pledge of Allegiance. <br />CLOSED SESSION REPORT - City Attorney will report and action from the Closed <br />Session, if any. <br />ADMINISTRATIVE MATTERS - BUSINESS <br />60A. APPROPRIATE $28.6 MILLION OF FEDERAL CARES ACT MONEY <br />ALLOCATED FROM THE STATE AND APPROVE THE PROPOSED CARES <br />SPENDING PLAN - City Manager's Office <br />Approve an appropriation adjustment. (Requires five affirmative votes). <br />APPROPRIATION ADJUSTMENT NO. 2021-008 - Approve an appropriation <br />adjustment to allocate the full $28,580,208 of state -allocated funding from the <br />federal Coronavirus Aid, Relief, & Economic Security (CARES) Act for various <br />expenditures to respond to COVID-19. <br />2. Approve the proposed CARES spending plan. <br />3. Authorize the City Manager to move the appropriation between departments, <br />within the CARES special revenue fund, to adjust as needed for residents' <br />actual use of each program. <br />Mayor Pulido thanked council and fellow Mayors for their collaborative efforts. <br />City Manager Kristine Ridge provided a brief presentation. <br />Council discussion ensued and provided direction to staff. <br />Mayor Pro Tern Villegas provided direction regarding funding assistance to <br />business, and WiFi. <br />City Manager Kristine Ridge spoke regarding collaborative efforts with SAUSD as <br />it pertains to WiFi, along with potential grants that may assist. <br />DRAFT CITY COUNCIL MINUTES 1 Off,-3 AUGUST 4, 2020 <br />
