Conclusion <br /> <br /> The proposed ordinance to ban SEPs in Santa Ana will have detrimental public health, <br />legal and economic consequences. There is another approach that the city can take that factors <br />in its interests in the public safety of its residents, including those who use drugs, who are also <br />constituents deserving of public interest.
