Page 9 of 53 <br />6.1.3. Post -Award Cost Documentation. During pre -award clarifications, there was insufficient <br />documentation to support the SA-1 hydro -generator installation contract cost estimate. <br />Therefore, prior to the initial request for drawdown of Reclamation funding, the Recipient shall <br />provide the final competitive bid documents to include proposal/quote requests, bid tabulations, <br />and selection documentation. Grants Officer approval of the installation contract costs will be <br />documented by formal modification to the Agreement. <br />6.1.4. Application to Federal Energy Regulatory Commission (FERC) for Conduit <br />Exemption. As specified in the approved National Environmental Policy Act Categorical <br />Exclusion No. 20-SCAO-006-CX, the Recipient will file an application for exemption for a <br />small conduit hydroelectric facility with the FERC pursuant to 16 USC 823a and 18 CFR Part 4. <br />6.1.5. Interim Performance Reports. The Recipient shall prepare and submit to Reclamation <br />interim Project performance reports (Interim Performance Reports) as required by Section 1.10 of <br />this Agreement. Each Interim Performance Report will include (but is not limited to) the <br />information identified in paragraph I.10.3 and will discuss the following: <br />• A comparison of actual accomplishments to the milestones established by the financial <br />assistance agreement for the reporting period <br />• The reasons why established milestones were not met, if applicable <br />• The status of milestones from the previous reporting period that were not met, if <br />applicable <br />• Whether the Project is on schedule and within the original cost estimate <br />Any additional pertinent information or issues related to the status of the Project <br />6.1.6. Final Project Report. The Recipient shall prepare and submit to Reclamation a final <br />Project performance report (Final Project Report) as required by Section I.10 of this Agreement. <br />The Final Project Report will include (but is not limited to) the information identified in <br />paragraph I.10.3 and will discuss the following: <br />Whether the Project objectives and goals were met <br />• The amount of water conserved, if applicable, including information and/or calculations <br />supporting that amount <br />• The amount of energy the renewable energy system is generating annually, if applicable <br />• How the Project demonstrated collaboration, if applicable <br />Photographs documenting the project are also appreciated. Recipient understands that <br />Reclamation may print photos with appropriate credit to Recipient. Recipient also understands <br />that the Final Project Report is a public document and may be made available on Reclamation's <br />website, www.usbr.gov/watersmart/. <br />Agreement No. R20AP00077 Agreement Template <br />(03/2019) <br />
