2 City Consultants shall be included when the City Manager determines in writing that a particular <br />consultant is hired to perform duties that would constitute a "designated position". Such written <br />determination shall include a description of the consultant's duties and, based upon the <br />description, a statement of the extent of disclosure requirements.
