<br /> BASIC CITY COUNCIL MEETING INFORMATION <br />Agenda & Materials - The agenda titles provide the public with a list of items to be considered by the Council broken <br />down into four categories: Presentations, Consent Calendar, Business Calendar and Public Hearings. Presentations <br />are ceremonial. Consent Calendar are considered to be routine by the City Council and may be enacted by one motion <br />without discussion unless a member of the Council “pulls” an item(s) for a separate vote. Business Calendar and Public <br />Hearing items are considered individually. Additional information of the various categories on the agenda is found on <br />the “Understanding Your City Council Meeting Agenda” pamphlet. The Council is not limited in any way by the <br />“Recommended Action” and may take any action which the council deems to be appropriate on an agenda item. <br />Except as otherwise provided by law, no action shall be taken on any item not listed on the agenda. All staff reports <br />and any non-confidential writings or documents provided to a majority of the City Council members regarding any item <br />on this agenda are available for public inspection posted on the City’s website the Friday before a Council meeting at <br />santa-ana.org/city-meetings. <br /> <br /> In accordance with California Governor’s Executive Order N-29-20 regarding the Brown Act and guidance <br />from the California Department of Public Health on gatherings, please note the following changes: <br />Public Comments - Pursuant to Government Code Sec. 54954.3, the public may address the City Council and any <br />other legislative body scheduled to meet on same day and time on any and all matters within the jurisdiction of the <br />City. In accordance with the adopted Santa Ana Council Rules and Procedures (Resolution No. 2013-19) <br />disruptive behavior and profane language will not be tolerated. <br /> How to address City Council: <br /> (1) EMAIL your comment to ecomment@santa-ana.org no later than the Council Meeting Day by 4:00 p.m. <br />Emails received after the deadline will be uploaded to the City’s website at the earliest possible opportunity. <br /> OR on Council Meeting Day the public can begin joining the speaker queue at 5 p.m. Once a caller has entered <br />the meeting, the caller will be placed in a holding queue. <br /> (2) ZOOM: https://us02web.zoom.us/j/315965149. Attendees will be prompted to unmute their device in the <br />order received. <br /> OR <br /> (3) CALL: (669) 900-9128, MEETING ID: 315 965 149##. Callers will be prompted to speak in the order received. <br />After the Clerk confirms the last three digits of callers phone number and unmutes them, the caller must dial *6 to <br />speak. <br /> In accordance with Council procedures, calls will not be accepted after the public comment session begins. <br />Clearly state your name for the record and your position in support of or opposition to the specific item. Public <br />comments will be held during the beginning of the meeting for ALL comments on agenda and non-agenda items, <br />except for public hearings. Comments for public hearings will take place after the hearing is opened. When speaking, all persons addressing the City <br />Council shall follow the rules of decorum.
