H. In response to the COVID-19 pandemic, SUBRECIPIENT meets the national objective for the <br />use of ESG and ESG-CV funds. <br />The SUBRECIPIENT agrees to assist individuals and families that are homeless or at risk of <br />homelessness in obtaining appropriate supportive services including, but not limited to: <br />temporary and permanent housing, relocation and stabilization services, rapid re -housing <br />assistance, medical and mental health treatment, counseling supervision, and other services <br />essential for achieving independent living. <br />J. SUBRECIPIENT has agreed to be reimbursed for the above services in an amount not to exceed <br />$1,595,406, which includes $169,952.97 in ESG-CV1 funds and $1,425,453.00 in ESG-CV2 <br />funds, in grant funding for Shelter, Outreach Services, Rapid Re -Housing or Homeless <br />Prevention, <br />K. The CITY simultaneously entered into an Agreement with SUBRECIPIENT to operate The Link <br />Emergency Shelter, Agreement No. A-2020-XXX, dated October 6, 2020, by which the City <br />committed a set amount of funds to SUBRECIPIENT for the operation of The Link Emergency <br />Shelter. As part of this ESG-CV AGREEMENT, the CITY is committing up to $1,595,406, <br />which includes $169,952.97 in ESG-CV1 funds and $1,425,453.00 in ESG-CV2 funds, to <br />SUBRECIPIENT for Emergency Shelter Operations at The Link Emergency Shelter. This <br />$1,595,406 shall count toward the amount of funds due from the CITY to SU13RECIPIENT under <br />Agreement No. A-2020-XXX. <br />L. This AGREEMENT is contingent upon the award of ESG-CV fiords from the United States <br />Department of Housing and Urban Development. <br />M. The CITY and the SUBRECIPIENT have duly executed this AGREEMENT for the expenditure <br />and utilization of said funds. <br />NOW THEREFORE, it is agreed by and between the parties that the foregoing Recitals are a <br />substantive part of this AGREEMENT and the following terns and conditions are approved and together <br />with all exhibits and attachments hereto, shall constitute the entire AGREEMENT between the CITY and <br />the SUBRECIPIENT: <br />1. SCOPE OF PROGRAM <br />A. General Administration <br />The SUBRECIPIENT agrees to implement this activity as set forth in detail in Exhibit A, Scope <br />of Work, which shall provide a description of each activity, including the services to be <br />performed, the person or entity providing the service, the estimated number of recipients of the <br />service, and the manner and means of the services. <br />B. Levels of Accomplishment— Goals and Performance Measures <br />The SUBRECIPIENT shall be responsible to accomplish the levels of performance as set forth in <br />Exhibit A and report such measures quarterly to the CITY.
