Items are sold <br />through order forms for later delivery. All transactions shall be debited against inmates <br />individual commissary accounts. <br />2. The contractor shall store all commissary items and process and package all commissary <br />orders offsite, with delivery to the jail facility on the same day as distribution to inmates. <br />There shall be no onsite storage of commissary goods. <br />3. Proposers shall outline in their proposals, their overall service plan to provide commissary <br />services on a weekly basis. Proposer's plans should utilize their own staff for the <br />distribution of commissary order and utilize Jail staff as little as possible. <br />B. EQUIPMENT SPECIFICATIONS <br />1. At no cost to the City, the Contractor shall provide all equipment, hardware and software <br />necessary for efficient operation of the commissary program. This shall include but is not <br />limited to: <br />Inmate accounting/banking software sufficient to handle all inmate banking <br />transactions from intake to release. <br />b. Equipment to accept and process cash (bills and coins) from booked inmates, cash <br />and credit/debit card deposits from public visitors, and post funds received into the <br />inmate accounting/banking software. <br />c. Hardware and software to process, track and maintain historical records of inmate <br />commissary purchases and credits. <br />2. The Santa Ana Jail Facility Jail Management System (JMS) is by Advanced Technology <br />Information Management Systems, by ACT 1 Group Company. Proposer's inmate <br />accounting/banking software should be able to interface with the Jail Management <br />System in order to keep up-to-date inmate information. <br />a. Access to a networking framework shall be provided without charge. The Contractor <br />shall be responsible to provide, at its own expense, all computers, servers, switches, <br />software, internet service, and related peripherals and equipment as necessary to <br />effectively perform all duties contracted. <br />b. The Contractor shall provide commissary order forms that have been designed <br />expressly for the Santa Ana Jail Facility: Order forms shall offer for sale only those <br />items approved by the Jail Administrator, <br />C. PURCHASING/STORAGE OF GOODS <br />Contractor shall be responsible for purchasing, receiving and offsite storing of all goods sold <br />through commissary or necessary for commissary operations. All goods shall remain the <br />property of the Contractor unit they are delivered to the customer (inmate). The Contractor <br />assumes all liability for loss, damage or spoilage of goods prior to delivery of goods to the <br />customer (inmate). <br />RFP No. 20-025 Contracted Food Services and Inmate Commissary Page 40 of 57 <br />25E-37 <br />
