FOR ON - <br />CALL STORMWATER PROJECT DESIGN <br />SERVICES FOR UP TO A FIVE-YEAR TERM <br />IN AN AGGREGATE AMOUNT NOT TO <br />EXCEED $2,000,000 FOR THE TERM OF <br />THE AGREEMENT <br />(NON -GENERAL FUND) <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1� Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />/s/ Kristine Ridge FILE NUMBER <br />CITY MANAGER <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute agreements with Tetra Tech, Inc., CWE, and Stantec <br />Consulting Services, Inc., to provide on -call stormwater project design services for a three-year <br />term beginning October 20, 2020 and expiring October 19, 2023, with a two-year extension <br />exercisable by the City Manager and City Attorney, for a total aggregate amount not to exceed <br />$2,000,000 for the term of the agreement, subject to non -substantive changes approved by the <br />City Manager and City Attorney. <br />DISCUSSION <br />Authorized by the Federal Clean Water Act, the National Pollutant Discharge Elimination System <br />(NPDES) Permit Program regulates municipal stormwater discharges to waters of the United <br />States. The Program's goal is to reduce pollutants discharged to the maximum extent practicable. <br />One of the most effective ways in reducing pollutants is via the construction and implementation of <br />stormwater capture and treatment projects. These projects can also provide ancillary benefits such <br />as increasing local water supplies, reducing flooding, responding to climate change, and enhancing <br />recreational opportunities for the community. <br />On July 16, 2020, the Public Works Agency issued a Request for Proposals (RFP 20-102) for on - <br />call stormwater project design services. These services will be used for project planning/feasibility <br />studies, environmental documentation, to target grant opportunities for project funding, and for the <br />permitting, prioritization and design of specialized stormwater projects. <br />A five -member panel review committee composed of Public Works Agency staff reviewed and <br />ranked the 12 proposals that were received on the August 12, 2020 RFP due date.
