Section 2: The Master Salary Schedule was previously prepared, publically <br />available, and compiled from information that was already approved and adopted by the <br />City Council pursuant to previous Resolutions Amending and/or Restating the City's <br />Classification and Compensation Plan, employment agreements, and Memorandums of <br />Understanding with various labor organizations representing City employees. <br />Section 3: On December 3, 2019, the Santa Ana City Council approved <br />Resolution No. 2019-111 adopting the Master Salary Schedule. It was amended by <br />Resolution Nos. 2020-006 and 2020-063. <br />Section 4: On November 19, 2019, the Santa Ana City Council approved a <br />Memorandum of Understanding ("MOU") with the Service Employees International Union <br />Local 721. Contained therein, were certain cost of living adjustments (approximately <br />3.5% effective July 1, 2020) and other special pay additives that have gone into effect <br />with the approval of the MOU. <br />Section 5: On May 5, 2020, the Santa Ana City Council approved a <br />Memorandum of Understanding ("MOU") with the Part-time Civil Service, Service <br />Employees International Union Local 721. Contained therein, were certain cost of living <br />adjustments (approximately 3.5% effective July 1, 2020) and other special pay additives <br />that have gone into effect with the approval of the MOU. <br />Section 6: On October 1, 2019 the Santa Ana City Council approved a <br />Memorandum of Understanding ("MOU") with the Santa Ana Management Association <br />(SAMA). Contained therein, were certain cost of living adjustments (3.5% effective July <br />1, 2020) and other special pay additives that have gone into effect with the approval of <br />the MOU. <br />Section 7: On October 1, 2019 the Santa Ana City Council approved a <br />Memorandum of Understanding ("MOU") with the Confidential Association of Santa Ana <br />(COSA). Contained therein, were certain cost of living adjustments (3.5% effective July <br />1, 2020) and other special pay additives that have gone into effect with the approval of <br />the MOU. <br />Section 7: On October 1, 2019 the Santa Ana City Council approved a <br />Memorandum of Understanding ("MOU") with the Santa Ana Police Management <br />Association (PMA). Contained therein, were certain cost of living adjustments <br />(approximately 4.0% effective July 1, 2020) and other special pay additives that have <br />gone into effect with the approval of the MOU. <br />Section 8: On June 16, 2020, the Santa Ana City Council approved Resolution <br />No. 2020-052 to effect certain changes to the City's basic classification and compensation <br />plan in the FY20-21 Budget Workforce Changes. <br />Section 9: The City Council has amended and reestablished the City's Master <br />Pay Schedule on several occasions since its adoption. <br />Resolution 2020-063 <br />Page 2 of 4 <br />
