2020-079 - Amending and Restating the City's Master Salary Schedule

Section 2: The Master Salary Schedule was previously prepared, publically available, and compiled from information that was already approved and adopted by the City Council pursuant to previous Resolutions Amending and/or Restating the City's Classification and Compensation Plan, employment agreements, and Memorandums of Understanding with various labor organizations representing City employees. Section 3: On December 3, 2019, the Santa Ana City Council approved Resolution No. 2019-111 adopting the Master Salary Schedule. It was amended by Resolution Nos. 2020-006 and 2020-063. Section 4: On November 19, 2019, the Santa Ana City Council approved a Memorandum of Understanding ("MOU") with the Service Employees International Union Local 721. Contained therein, were certain cost of living adjustments (approximately 3.5% effective July 1, 2020) and other special pay additives that have gone into effect with the approval of the MOU. Section 5: On May 5, 2020, the Santa Ana City Council approved a Memorandum of Understanding ("MOU") with the Part-time Civil Service, Service Employees International Union Local 721. Contained therein, were certain cost of living adjustments (approximately 3.5% effective July 1, 2020) and other special pay additives that have gone into effect with the approval of the MOU. Section 6: On October 1, 2019 the Santa Ana City Council approved a Memorandum of Understanding ("MOU") with the Santa Ana Management Association (SAMA). Contained therein, were certain cost of living adjustments (3.5% effective July 1, 2020) and other special pay additives that have gone into effect with the approval of the MOU. Section 7: On October 1, 2019 the Santa Ana City Council approved a Memorandum of Understanding ("MOU") with the Confidential Association of Santa Ana (COSA). Contained therein, were certain cost of living adjustments (3.5% effective July 1, 2020) and other special pay additives that have gone into effect with the approval of the MOU. Section 7: On October 1, 2019 the Santa Ana City Council approved a Memorandum of Understanding ("MOU") with the Santa Ana Police Management Association (PMA). Contained therein, were certain cost of living adjustments (approximately 4.0% effective July 1, 2020) and other special pay additives that have gone into effect with the approval of the MOU. Section 8: On June 16, 2020, the Santa Ana City Council approved Resolution No. 2020-052 to effect certain changes to the City's basic classification and compensation plan in the FY20-21 Budget Workforce Changes. Section 9: The City Council has amended and reestablished the City's Master Pay Schedule on several occasions since its adoption. Resolution 2020-063 Page 2 of 4
