_ City of Santa Ana <br />On -Call Stormwater Project Design Services RFP No.: 20-102 <br />capture area (originally 400 acres) to maximize water quality benefits while remaining compliant <br />with grant terms. The system has a single storm capture capacity greater than 24 acre-feet. <br />CWE assisted the City in obtaining over $12 million for construction and coordinating with a <br />local stakeholder to provide additional financial support. The City also used a Proposition 1 <br />grant to fund design efforts. The City ultimately paid approximately $300,000 for $15 million <br />worth of implementation. Above -ground park improvements proposed as part of the project <br />benefit the surrounding Disadvantaged Community (DAC), which helped secure the <br />abovementioned funding. Tasks included: utility and community coordination; developing a <br />preliminary design report emphasizing a gravity system as the best alternative to meet City <br />needs; performing environmental studies that meet California Environmental Quality Act <br />(CEQA) requirements; obtaining Los Angeles County Flood Control District (LACFCD) permits; <br />providing topographical surveys; conducting a geotechnical investigation; developing a plan for <br />landscape and irrigation improvements; preparing a hydrologic and hydraulic study; providing <br />potholing services; preparing Plans, Specifications, and Estimates (PS&Es); preparing an <br />Operations and Maintenance (O&M) manual for proposed structural stormwater BMPs, <br />pretreatment devices, and stormwater infiltration system; and providing bid and construction <br />support. Additional design services included 2,500 lineal feet of roadway reconstruction, <br />including Americans with Disabilities Act (ADA)-compliant ramps; 4,500 lineal feet of new storm <br />drain used to maximize capture, and 6-inch sewer reconstruction. Contact: Kenneth Jones, <br />Management Analyst, (818) 898-1240, kjones@sfcity.org <br />City of Santa Monica Los Amigos Park <br />Stormwater Harvesting and Direct Use <br />Demonstration <br />This project was the recipient of the 2017 California <br />Stormwater Quality Association (CASQA) Outstanding <br />Stormwater Sustainability Project, ASCE Outstanding <br />q Small Project, and the Storm Water Solutions Top <br />Stormwater and Erosion Control Project Awards. CWE <br />designed a demonstration project that taps into an <br />Year Completed: 20existing storm drain line running along a school athletic <br />field and the City of Santa Monica's Los Amigos Park, <br />routes stormwater and dry -weather flows from the storm drain through a vortex system using a <br />diversion structure into a subsurface water -tight cistern, treats the stormwater and dry -weather <br />runoff with an Ultraviolet (UV) treatment system, and delivers highly treated water to the park <br />irrigation system and indoor plumbing for toilet flushing. The project's purpose was to <br />demonstrate the feasibility of harvesting local water resources, including storm drain flows, to <br />decrease potable water use, reduce polluted urban runoff discharge to the receiving water body, <br />and protect the future of California's water supply. CWE designed a UV treatment train system <br />that treats approximately 80 gallons per minute (gpm). A jack -and -bore approach was also <br />designed and implemented to reduce construction disturbance within the street. Tasks <br />included: developing a project study report; conducting a geotechnical investigation and utility <br />search; preparing Plans, Specifications, and Estimates (PS&Es); coordinating with the Los <br />Angeles County Flood Control District (LACFCD); obtaining regulatory approvals from the <br />California Coastal Commission (CCC), Department of State Architect (DSA), and the Los <br />Angeles County Department of Public Health (DPH); performing public education and outreach; <br />providing construction support; preparing a Sampling and Analysis Plan (SAP); assisting the <br />City with report preparation; and designing educational signage.
