GENERAL PLAN AMENDMENT NO. 2020-01 AND ZONING ORDINANCE <br />AMENDMENT NO. 2020-02 – Vince Fregoso, Case Planner. <br /> <br />Matter continued from the March 23, 2020 meeting. <br /> <br />LOCATION: 1109 North Broadway located in the One Broadway Plaza Specific Development No. <br />75 (SD-75) zoning district. <br /> <br />REQUEST: The applicant is requesting approval of the following land use entitlements for the <br />One Broadway Plaza project: (1) General Plan Amendment No. 2020-01 to allow residential <br />uses within the One Broadway Plaza District Center (OBPDC) general plan land use <br />designation, and (2) Zoning Ordinance Amendment No. 2020-02 to allow amendments to the <br />SD-75 zoning district and allow residential uses within the entitled office building as well as to <br />adopt residential development standards for the project. <br /> <br />ENVIRONMENTAL DETERMINATION: The Planning Commission will consider a <br />determination that the project requires an addendum to the previously certified EIR (2004) <br />pursuant to Section 21166 of the California Environmental Quality Act (CEQA) and sections <br />15162 and 15164 of the CEQA Guidelines. A Notice of Determination, Environmental Review <br />No. 2020-20 will be filed for this project. <br /> <br />RECOMMENDED ACTIONS: <br /> <br />Recommend that the City Council: <br /> <br />a) Adopt a Resolution. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA APPROVING AND ADOPTING AN ADDENDUM TO THE <br />ENVIRONMENTAL IMPACT REPORT FOR THE ONE BROADWAY PLAZA PROJECT <br />(SCH NO. 99101047) FOR THE ONE BROADWAY PLAZA MIXED-USE <br />DEVELOPMENT PROJECT AND RE-ADOPTION OF A MITIGATION MONITORING <br />AND REPORTING PROGRAM; <br /> <br />b) Adopt a Resolution. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA APPROVING GENERAL PLAN AMENDMENT NO. 2020-01 AMENDING <br />THE ONE BROADWAY PLAZA LAND USE ELEMENT FOR THE PROPERTY <br />LOCATED AT 1109 NORTH BROADWAY; and <br /> <br />c) Adopt an Ordinance.
