<br /> <br />Resolution No. 2020-xx <br />Page 2 of 8 <br /> <br />WHEREAS, Addendum to Environmental Impact Report No. 1999-01 (“2020 <br />Addendum to EIR”) analyzed the impacts related to the proposed amendment to the <br />General Plan Land Use Element; and <br /> <br />WHEREAS, on March 10, 2020, the City invited recognized Native American <br />tribes to engage in consultation regarding the proposed General Plan Amendment <br />pursuant to Government Code Section 65352.3; and <br /> <br />WHEREAS, on March 23, 2020, the Planning Commission held a public hearing <br />for consideration of General Plan Amendment No. 2020-01, at which time all persons <br />wishing to testify were heard and the Project was fully considered; and <br /> <br />WHEREAS, all other legal prerequisites to the adoption of this Resolution have <br />occurred. <br />NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA ANA <br />DOES RESOLVE, DETERMINE, FIND, AND ORDER AS FOLLOWS: <br />SECTION 1. CALIFORNIA ENVIRONMENTAL QUALITY ACT: In accordance with the <br />California Environmental Quality Act, the following environmental documents have <br />been prepared and made available to the public: Final Environmental Impact Report <br />No. 1999-01 for the One Broadway Plaza Project, the Mitigation Monitoring and <br />Reporting Program (MMRP) and the 2020 Addendum to the EIR. The City Council has <br />reviewed and considered the information contained in these documents and the <br />administrative record for the Project, including all oral and written comments received. <br />Based on the foregoing, the City Council find that the 2020 Addendum to the EIR <br />contains a complete and accurate reporting of the environmental impacts associated <br />with the Project, has been completed in compliance with CEQA, and reflects the <br />independent judgment of the City. The City Council further recommends that no <br />evidence of new significant impacts or any new information of “substantial importance”, <br />as defined by State CEQA Guidelines has been received by the City that would require <br />re-circulation of the EIR. Therefore, the City Council adopts the 2020 Addendum to <br />the EIR and re-adopts the MMRP. <br /> <br />SECTION 2. GENERAL PLAN AMENDMENT: The General Plan Amendment consists <br />of amendments to the Land Use Element and text updates, as shown in Exhibit A, <br />attached hereto and incorporated herein by reference. <br /> <br />SECTION 3. LOCATION OF DOCUMENTS: The General Plan Amendment, 2020 <br />Addendum to the Environmental Impact Report and all supporting documents are on <br />file and available for public review online and at Santa Ana City Hall, 20 Civic Center <br />Plaza, Santa Ana, California 92702. <br /> <br />SECTION 4. GENERAL PLAN CONSISTENCY: The City Council hereby finds that <br />the proposed General Plan Amendment is compatible with the objectives, policies, <br />5 - 20
