Environmental Analysis <br />Page 24 PlaceWorks <br />5.1 AESTHETICS <br />5.1.1 Summary of Previous Environmental Analysis <br />The Certified EIR determined that the mass and scal e of the Approved Project would be taller than the existing <br />one to two-story structures on the Project Site and surrounding buildings. The mass and scale of the Approved <br />Project would be in contrast to the existing development pattern in the area and would be visible from many <br />areas across Santa Ana. However, the Approved Project’s design would not visually degrade the project area, <br />and it would not obstruct views to or from parks, open space, or landmarks as none exist near the site. The <br />Approved Project would create shade and shadow impacts to adjacent land uses that are not impacted from <br />shade from land uses on the Project Site. Due to the App roved Project’s size, the Certified EIR determined <br />that impacts to visual impacts and shade pattern would be signi ficant and adverse. <br />The office tower and parking structure would be developed with non-reflective surfaces and would result in a <br />less than significant impact relating to glare.
