From:Jeff Dickman
To:Bernal, Sarah; eComment; Fregoso, Vince
Subject:Planning Commission Agenda Item #5 - One Broadway Plaza
Date:Monday, March 30, 2020 11:22:16 AM
Good morning, I would like to have my written comments included into the record, and also read aloud. The word count for my actual comments, in bold, is 194 characters. Thank you, Ann Moerer
Planning Commission Agenda Item #5 - One Broadway Plaza
PUBLIC COMMENT
(Please read aloud and include my name. Thank you, Ann Moerer)
Good evening,
Neighborhoods around the One Broadway Plaza site will be negatively impacted by this project.
Without neighborhood-specific traffic diversion and calming measures, the Downtown, Logan,Lacy, French Court, Willard, and French Park neighborhoods will suffer additional traffic impactsunless these impacts are mitigated.
The Environmental Impact Report (EIR) for OBP was approved over 16 ago, and is outdated. Onlyminor changes were recently made to the old EIR, which only describe replacing 19 floors ofoffice with 19 floors of apartments. No new traffic studies were undertaken to account for thenumerous other apartment projects under development in the area, leaving the development tonegatively impact not only traffic, but also the health and safety of residents in the adjoiningneighborhoods.
Question 1. OBP will redesign over half the project from office to apartments, why did this majorchange not require preparation of a new EIR?
Question 2. What is the threshold and criteria to require a new EIR for OBP?
Request 1. That the Planning Commission recommend to City Council that it work with theaffected neighborhoods, as stated above, to identify and implement traffic mitigation and calmingmeasures for the project.
