LAND USE ELEMENT <br />CITY OF SANTA ANA GENERAL PLAN 15 <br />Center, Bowery District Center, and Urban Neighborhood areas. To encourage a <br />dynamic mixture of residential, office and commercial uses, within the se areas <br />both building intensity and residential density is based on floor area ratio and <br />zoning development standards. In calculating either the allowable floor area or <br />the allowable residential density, it is the City ’s policy to not allow upward <br />rounding. The Land Use Plan is illustrated in Exhibit 2.
