EIR No. 2020-01, GPA No. 2020-02, & AA No. 2020-01 – The Bowery Mixed-Use Development <br />May 11, 2020 <br />Page 12 <br /> <br /> <br />Topic Proposed Project Industrial Prototype <br />impacts, and 1,200 jobs, of which 349 would <br />be in the City <br />and 1,400 jobs, of which 638 would be in the <br />City <br />Fiscal Impact Annual net fiscal surplus of $1 million ($2.5 <br />million revenue but $1.5 million <br />expenditures), a 40 percent positive ratio <br />Annual net fiscal surplus of $525,000 <br />($710,000 revenue but $185,000 <br />expenditures), a 74 percent positive ratio <br /> <br />Public Notification and Strategic Plan Alignment <br /> <br />In conformance with all applicable SAMC requirements and City policies, a Sunshine Ordinance <br />community meeting was held for the project on April 15, 2019 from 6:00 p.m. to 7:30 p.m. <br />Notices were sent to property owners and tenants within 500 feet of all edges of the subject <br />property. Attendees included the project applicant and architects, City staff, and two members of <br />the public representing nearby properties and businesses. Questions posed by the two members <br />of the public centered on the development’s characteristics and timing. <br /> <br />A Planning Commission work-study session was held on February 10, 2020 where staff <br />presented proposed project and described the Draft EIR. Members of the Planning Commission <br />provided feedback and posed questions on the overall development, mixture of land uses, <br />options to satisfy affordable housing requirements, onsite parking, and a parking management <br />plan. Following the work-study session, the applicant revised the project to increase the number <br />of onsite parking spaces and prepared the parking management plan. <br /> <br />Notification of the May 11, 2020 Planning Commission public hearing was mailed to all property <br />owners, occupants, and other interested parties within 500 feet of the project site in accordance <br />with SAMC requirements. Newspaper posting was published in the Orange County Register in <br />accordance with SAMC requirements. <br /> <br />Strategic Plan Alignment <br /> <br />Approval of this item supports the City’s efforts to meet Goal No. 3 Economic Development, <br />Objective No. 2 (create new opportunities for business/job growth and encourage private <br />development through new General Plan and Zoning Ordinance policies), and Goal No. 5 <br />Community Health, Livability, Engagement & Sustainability, Objective No. 3 (facilitate diverse <br />housing opportunities and support efforts to preserve and improve the livability of Santa Ana <br />neighborhoods). <br /> <br />Conclusion <br /> <br />Based on the analysis provided within this report, staff recommends that the Planning Commission <br />recommend that the City Council adopt: a resolution certifying Final Environmental Impact Report <br />No. 2020-01 (SCH No. 2019080011), including adoption of environmental findings of fact pursuant <br />to the California Environmental Quality Act, adoption of a Statement of Overriding Considerations, <br />and adoption of a Mitigation Monitoring and Reporting Program; a resolution approving General <br />Plan Amendment (GPA) No. 2020-02; and an ordinance approving Amendment Application (AA) <br />No. 2020-01 to establish Specific Development No. 96. <br /> <br />3-12
