S.0 Executive Summary <br />Avion Project SEIR <br />Page S-2 <br />CEQA analysis would be required for areas outside of the Black Mountain Ranch Vesting Tentative <br />Map II project area. <br />Discretionary actions are those actions taken by an agency that call for the exercise of judgment in <br />deciding whether to approve or how to carry out a project. For the project, the following <br />discretionary actions are required and are further described below: <br />• Vesting Tentative Map (VTM) <br />• Rezone <br />• Planned Development Permit (PDP) <br />• Site Development Permit (SDP) <br />• Multi-Habitat Planning Area (MHPA) Boundary Line Adjustments <br />• A reorganization consisting of latent powers expansion for sewer service for Olivenhain <br />Municipal Water District (OMWD) and annexation to OMWD's sewer service area (Local Area <br />Formation Commission) <br />A VTM is required for the project to subdivide the property into one residential lot with 84 detached <br />multi-family units and two open space (MHPA) lots to be dedicated in fee to the City. The VTM details <br />the specific grading and necessary infrastructure. The site is currently zoned as AR-1-1 (Agricultural – <br />Residential, minimum 10-acre lots). Under the project, the site would be rezoned to RS-1-14 <br />(Residential Single Unit, minimum 5,000-square-foot lots). <br />The project includes a PDP to allow for development of detached multi-family residential units <br />rather than single-family residential units, and a deviation to exceed the maximum retaining wall <br />height outside of required setbacks. The project includes a SDP due to impacts to Environmentally <br />Sensitive Lands (ESL; i.e., steep slopes and sensitive biological resources). The project also proposes <br />a MHPA boundary line adjustment to preserve 4.99 acres of southern mixed chaparral, 0.49 acre of <br />non-native grassland, and 0.13 acre of coastal sage scrub. <br />S.1.3 Project Objectives <br />In accordance with CEQA Guidelines Section 15124, the following primary objectives support the <br />purpose of the project, assist the Lead Agency in developing a reasonable range of alternatives to be <br />evaluated in this report, and ultimately aid decision-makers in preparing findings and overriding <br />considerations, if necessary. The specific goals and objectives for the project are: <br />• Provide residential development that is consistent with the location and the goals and <br />objectives of the adopted Black Mountain Ranch Subarea Plan. <br />• Provide new residential development, which is consistent with existing residential <br />development patterns in the surrounding area. <br />• Implement “smart growth” principles of development through the provision of new <br />residences within a complete master planned community. <br />• Implement sustainable development principles through the provision of a community of <br />new residences with many energy-efficient features. <br />• Provide infrastructure improvements consistent with the Subarea Plan.
