1.0 Introduction <br />Avion Project SEIR <br />Page 1-2 <br />Approximately 17.74 acres of the 41.48-acre site would be developed for residential uses and <br />various site improvements, including private drives, hardscape, retaining walls, and landscaping. <br />Native low-fuel volume species would be used to re-vegetate the graded slopes. The treatment for <br />the interior would primarily be parkway street trees and groundcover, ornamental in nature, fire- <br />resistant, and would complement the building architecture. The remaining approximate 23.75 acres <br />on-site would be preserved as MHPA open space. <br />Grading operations would entail approximately 296,000 cubic yards of cut (maximum depth of <br />52 feet) and 296,000 cubic yards of fill (maximum depth of 64 feet), resulting in a net balance of soils <br />on the project site. The project would construct retaining walls with a total length of 2,038 feet and a <br />maximum height of 55 feet, 7 inches. Blasting may be required in conjunction with grading <br />operations for the project in areas of shallow bedrock. <br />Discretionary actions required to implement the project include the following and are also described <br />in detail in Chapter 3.0: <br />• VTM <br />• Rezone <br />• PDP <br />• SDP <br />• MHPA Boundary Line Adjustment <br />• A reorganization consisting of latent powers expansion for sewer service for OMWD and <br />annexation to OMWD and the district's sewer service area (LAFCO). <br />1.3 SEIR Purpose Legal Authority <br />1.3.1 Intended Uses <br />This SEIR provides public agencies and the public in general with detailed information about the <br />effect a proposed project is likely to have on the environment; lists ways in which the significant <br />effects of such a project might be minimized; and identifies alternatives to such a project. This SEIR <br />is an informational document for use by the City, decision-makers, public agencies, and the general <br />public about the potential significant adverse environmental impacts of the project. This document <br />complies with all criteria, standards, and procedures of CEQA (California Public Resources Code <br />[PRC] Section 21000 et seq.) and the State CEQA Guidelines (California Code of Regulations Title 14 <br />Section 15000 et seq.); the City’s EIR Guidelines (2005); and the City’s CEQA Determination <br />Thresholds (2016). This document has been prepared as a project-level SEIR, and it represents the <br />independent judgment of the City as Lead Agency (State CEQA Guidelines Section 15050). <br />1.3.2 Lead Agency <br />The City of San Diego is the Lead Agency for the project pursuant to Article 4 (Sections 15050 and <br />15051) of the CEQA Guidelines. The Lead Agency, as defined by CEQA Guidelines Section 15367, is <br />the public agency that has the principal responsibility and authority for carrying out or approving <br />the project.
