LAFCO would act as a responsible agency in accordance <br />with State CEQA Guidelines. <br />San Diego County Air Pollution Control District (SDAPCD): The County Board of Supervisors sits <br />as the Board of the SDAPCD, which is an agency that regulates sources of air pollution within the <br />county. This is accomplished through an integrated monitoring, engineering, and compliance <br />operation, the components of which are separate divisions within the SDAPCD and each of them <br />designed to protect the public from the adverse impacts of polluted air. The SDAPCD would be <br />responsible for issuing permits with respect to air emissions for construction and operation of the <br />project. <br />1.4 SEIR Scope <br />1.4.1 Type of EIR <br />This EIR has been prepared as a Project SEIR, as defined in Section 15163 of the CEQA Guidelines. In <br />accordance with CEQA, this Project SEIR examines the environmental impacts of a specific <br />development project and focuses on the physical changes in the environment that would result <br />from the project, including all phases of planning, construction, and operation. <br />This SEIR tiers to the certified (No. 96-7902) 1998 EIR. This SEIR considers the issues discussed in the <br />first-tier document and evaluates whether a significant effect has been adequately addressed or if <br />there is an effect that was not addressed in the previous report. <br />1.4.2 Scope of SEIR <br />The scope of analysis for this SEIR was determined by the City of San Diego as a result of initial <br />project review and consideration of comments received in response to the Notice of Preparation <br />(NOP) distributed on July 2, 2019. The City’s NOP and associated responses are included in <br />Appendix A of this SEIR. <br />This SEIR serves as a supplement to the previously certified 1998 EIR, as referenced above. All <br />environmental issues analyzed in the 1998 EIR were considered during initial review of the project. <br />The following issues were determined to either: (1) lack a site-specific impact analysis and adequate <br />mitigation for project impacts; or (2) result in new impacts that may be potentially significant and <br />require subsequent analysis and/or mitigation as part of this SEIR: <br />• Land Use (Land Development Code Deviations, MSCP Consistency); <br />• Biological Resources; <br />• Cultural Resources; <br />• Landform Alteration/Visual Quality (landform alteration); <br />• Noise (construction); and <br />• Air Quality (construction)
